Under no condition should this "restaurant" be operating. Although I an simply a lay person, I believe a health inspection should be completed immediately as I do not think it meets minimum...

Do not visit. Older lady used spoon to give a taste of ice cream and then she used the same spoon to remove the ice cream from the cone back into the tub in the freezer! People behind us saw it...
