The Normal Police Department provides a wide range of police services and protection to the residents of Normal, Ill. The department consists of nearly 80 sworn officers and 30 civilian staff members. Its patrol division includes units for domestic violence, drugs, traffic safety, alcohol, canine and emergency response. The Normal Police Department s criminal investigation division performs general investigation, intelligence analysis and evidence management. The department also has a juvenile division. It offers community services for groups, businesses, schools, churches, neighborhood organizations and media representatives. The Normal Police Department is nationally accredited by the Commission on Accreditation for Law Enforcement Agencies.

The Public Works Department is governed by the Town of Normal in Illinois. It is a public service agency that offers a variety of waste removal, recycling and sewer maintenance services. The department maintains an engineering division that organizes, directs, implements and monitors the planning, designing, contracting and inspection of public works and private development projects. It also operates an equipment maintenance division that coordinates the repair of vehicle fleets and equipment units. The division also provides technical assistance in the preparation and evaluation of specifications and bidding documents related to the purchase and replacement of vehicles. In addition, the Public Works Department has administration, emergency service and preventive maintenance divisions. It additionally offers street resurfacing, stormwater management, and snow and ice removal services.

The Parks and Recreation Department is administered by the town of Normal, Ill. It manages an 18-hole golf course, historically registered theater, community activity center, softball complex and the Children's Discovery Museum. The department also manages a13-mile, hard-surfaced multiuse trail, two outdoor pools and more than 13 parks that encompass over 400 acres of parkland. It additionally provides a selection of programs and special classes for youths, adults and other people. The Parks and Recreation Department maintains the Web-based, WebTrac system, which allows residents to register for activities, view account histories, print receipts and reserve tee times at the Ironwood Golf Course. It conducts swimming and scuba classes, lifeguard training sessions and field trips. The department also offers an eight-week program that introduces participants to various theatrical areas, including, music, makeup, dancing, set design, and play and musical production.
