Can somebody tell me when have you ever seen this? Seriously. WTH is this?

Why did they get 6 of one cap and 1 random one? WTH?

Rather than buy caps that fit, they "shaved" the top to make it fit and left it looking horrible. And look at the handrail!

Why is this not flush or level? Why did they put all that putty there and then didn't sand it?
