What's with the deal having 9 open tables and making people wait to be seated because the kitchen is backed up and the "kitchen staff gets upset" if they seat people?

I would have rated higher because almost every time the service and the food is good but i just went and mind you it was busy and i was aware of the 15-20 min wait before seating which is 100%...
