Municipal Housing Agency

The Municipal Housing Agency (MHA) was created in 1968 to serve as the public housing authority within the city limits of Council Bluffs. MHA currently assists families and individuals who are disabled, near-elderly, elderly or low-income. Regal Towers and Dudley Court provide 295 units of public housing and our Section 8 Housing Choice Voucher Program provides approximately 650 vouchers. The Municipal Housing Agency Board of Commissioners is appointed by the Council Bluffs Mayor, Tom Hanafan. The board is comprised of five board members who serve staggered two-year terms. Meetings are held the second Thursday of every month at Regal Towers. Municipal Housing Agency Board of Commissioners Municipal Housing Agency has been under the direction of Carolyn Grieder since May, 2009. Carolyn has ten years experience in the public housing sector and over 36 years of employment with various government entities. Carolyn oversees an annual budget of 6.5 million dollars. Her responsibilities include administering HUD grants and subsidies, staff management, capital improvements, program development, property management and the Section 8 program. Carolyn is also Director of Municipal Homes Inc, the agency's non profit organization. Carolyn is a member of the Council Bluffs Rotary Club, a mentor with Teammates of Council Bluffs and a SOLAS volunteer. Carolyn is also a certified member of the Community Emergency Response Team.
