The Office of Administrative Hearings is an independent quasi-judicial agency that provides a source of independent administrative law judges to preside in administrative law-contested cases. It ensures that the functions of rule making, investigation, advocacy and adjudication are not combined in the administrative process. Its civil rights division is responsible for charges alleging discrimination on the basis of race, color, sex, religion, age, national origin and disability in employment. The office also maintains dockets and records of contested cases, as well as publishes and codifies administrative rules. Its rules division performs administrative and technical work in the compilation, production and publication of the North Carolina Register and North Carolina Administrative Code. The Office of Administrative Hearings is located in Raleigh, N.C.
