FSCI was founded in 1970 by Leonard W. Frank, RPLS 1669 after many years of service with the Texas Department of Transportation Engineering Division. For over 30 years Mr. Frank built a reputation of producing a reliable, high quality survey product that his clients could depend on. In 2005 Mr. Frank incorporated the company and his grandson Matthew W. Loessin became a partner after completing a degree in Geomatics ( Land Surveying & Planning ). In 2006 Matthew became Registered Professional Land Surveyor No. 5953 and was named President of FSCI. Mr. Frank continued to be a part of the company offering consulting services until he passed away in June of 2008. Presently, Matthew continues the long standing client relationships and high quality of work that FSCI is known for, while promoting and mentoring those involved in the profession of land surveying. Since our inception FSCI has grown from being a two-person surveying outfit to over 15 professional employees with the capabilities of up to 5 field crews. We currently have 1 Registered Professional Land Surveyor, 1 Certified Survey Technician, 1 full time Accountant and other professional and technical staff.
