She had over 12 years experience as a paralegal and in 1993, enrolled in Seattle University law school at night, graduating cum laude. She earned her B.A. in 1982 from the University of Maryland. Cecily was a partner in the firm of Gagley, Mirise & Williams, LLP, in Kent, WA, before relocating to Kitsap County and opening an office in Silverdale in 1999.
